Thinking out loud some more, it seems much of the service could be done via
convenient e-mail.

Or perhaps you could use the already existing procedures with FTP, with the SITE JES option to submit and receive jobs.

When the job is complete, you'll get another e-mail with a Web link to
download the completed output (including binary).

Or use the DIR command in FTP. And GET to receive the output.

There might be a security step or two in here (such as registering your
e-mail address first).

Hmmmm.... Any benefactors out there? Is this something a university might
want to host, for example?

I did once here of a large company that could probably manage it pretty easily. Probably just by providing an FTP address to one of it's already existing systems. The name of the company was ... let me see ... it started with an I. International ... Ummm . I know. Something to do with business, I think. Maybe Business Machines?

IBM.

Wonder if they could do that for us?

How does it get any better than this?
