Yes.  The dup check was removed from JES2 in z/OS 1.4.  JES3 still hasn't 
removed the check - at least up though z/OS 1.8.  

I'm sure you know virtually everyone who used duplicate userids in a 
JES2 MAS prior to z/OS 1.4 used a usermod.  There is a CBT sample
where someone used EXIT 44 (converter) instead.
