This is part of the normal DR process to return off-site tapes. But it also 
applies to any MVC that can be rebuilt if the VTVs are duplexed.

1) Mark it lost
2) MVCDRAIN

Draining will then recall all the VTVs from the alternate MVCs and re-migrate
them to new ones.   Once the "bad" MVC is drained, you can replace it 
(initialize, audit, etc.).
