AFAIK there is no default, you have to code it in your JAL control
member... something like this
$ddref techddn ddname('your dd')
evaluate spcddn (tech_users & techddn)
.
.
.
.
.
/* special rule to bypass all logic */
if (spcddn)
exit requeue
endif

There are other products like that also. STOPX37, POOLDASD, PROSMS,
all now called Mainview SRM Allocation I think. I have several
different
DD names in my list: PLDIGN, PROIGN and BYPASPRO.
