Sorry, I didn't quite understand.

If I'm in ISPF and I hit the enter key, from the time I hit the key till it's 
unlocked is a WLM transaction.  Is this correct?

If so, then in a full screen TSO application, is that still true?

No, that's handled by the TMP the same as for line mode applications.
