Isn't the answer

Use system commands (such as SETXCF) so that the system is no longer using
that data set.
After that, you can do whatever you want. The system should no longer have
the data set allocated.

When I saw the subject, I thought that this was going to be about a LNKLST
data set which also is allocated within XCFAS (and LLA). And for that data
set too, the answer is the same, although the commands to have the system
stop using it  differ.
