System manages Structure duplexing? 

I have not implemented System managed structures, yet.... ITEM
NAME(SMDUPLEX) NUMBER(1)  - and it looks like it only pertains to the
CFRM. ?i 
And DB can do auto alter...

Do you define all structures with a primary and alternate CF?
Yes.

If you do, POR one CPU and the structures will roll to the remaining one
Automagically ?

SETXCF START,REALLOCATE ..... (Check the syntax) will put them back
where you want, then POR the other one and repeat the REALLOCATE. 
Would it be easier just to issue a start for the policy that contains
the original preferences, then rebuild whatever shows pending ?

We have two machines.
 
Is there away or can we create a method to move all structures from one
coupling facility to another?  
 
And then can we put them back where we had/want them later?
 
I looking at the POR function and wondering how we can do 1 machine at a
time and keep the CF environment up and running....
 
Ideas/Comments welcome
