R0 is irrelevant for a PDS. Does R1 have a key length of 8 and a data
length of 256? If not, you don't have a directory there.

Yes, ABSTR is limited to 64KiB-1.

what manual, where, for what context? The primary quantity can be in
any units supported by the SPACE keyword of DD, one of which is ABSTR.
In the case of ABSTR there is no provision for a secondary quantity.
