Then you have MS issues. When using Windows explorer a file show as 1 KB Right click on it and select properties it shows 55 bytes of actual size, but that it takes 4096 bytes of disk space. So what is the size, 55, 1KB (is this 1024 or 1000 bytes?), or 4096 bytes.

I still don't see how Microsoft caused 'binary-decimal' mess of kB. They simply use existing convention.

BTW: z/OS provides even bigger mess. MUCH BIGGER!
Example:
I just allocated TEST.FILE. PS FB 80. Edited, put exactly *one* character. Of course one character occupies entire 80-byte record. ISPF shows current allocation 54kBytes (binary or decimal???), current utilization shows 27kB. All right, this is because SDB (System Determined Blocksize) and 3390 geometry.

So I allocated TEST.FILE2. PS F 80, no B. Put one character. Now I have allocation of 6kBytes (for one record ???), current utilization is 1kByte. All we know it takes whole track.

Compared to that Windows Explorer is pretty clear.
