The IBM HTTP Server V6.1 for z/OS, Powered by Apache, is a no additional
charge orderable PTF for WebSphere Application Server V6.1 for z/OS.
(Whew. :-))  So that is correct, you have to buy at least 1 Value Unit (3
MSUs) of WebSphere Application Server for z/OS to get it.

To anticipate the next question or two, there's currently nothing like a
z/OS Statement of Direction that suggests any removal of the IBM HTTP
Server V5.3 for z/OS.  Personally I'd find it surprising if IBM did not
include an HTTP server as a standard z/OS feature "forever."

Re: Tomcat, I wouldn't recommend requiring it exclusively since a lot of
installations won't have it and might balk at installing it for various
reasons. Instead I'd put in the product requirements something like
"Requires a Java servlet runtime such as WebSphere Application Server for
z/OS or Tomcat for z/OS." Assuming Java servlets, of course. By the way,
