Are you really?  You are certainly not conforming to the RFC.

I see that.  It makes it very difficult to follow attributions when there
are multiple levels of quoting.

As does the RFC

Really?  I read most of RFC 3676.  Did you?  It specifically addresses
flowed text and the proper handling of quotes.
