What is the Primary allocation for the failing dataset? The volumes may be online and enabled but how much free space do they contain? and how fragmented is that space?

I checked that there is lots of space availble but I keep getting the following error: DATA SET SYS2.NETVIEW.TEST NOT ALLOCATED+ IGD17273I ALLOCATION HAS FAILED FOR ALL VOLUMES SELECTED FOR DATA SET SYS2.NETVIEW.TEST IGD17277I THERE ARE (10) CANDIDATE VOLUMES OF WHICH (10) ARE ENABLED OR QUIESCE IGD17290I THERE WERE 1 CANDIDATE STORAGE GROUPS OF WHICH THE FIRST 1 WERE ELIGIBLE FOR VOLUME SELECTION.
