Trying to open a new ticket gets:

"An SDI transaction to the back end database has failed with return code
10008. Please try this function again later. If the problem persists,
please submit a Feedback to report this condition. "

We have also reported it failing for all users here

My suggestion is that everyone who experiences this click on Feedback
and submit one.   That will document the number of customers impacted
you will be contacted by the help desk.
