There are two answers:
1) Dino reason: "Because, in S/360-168..." Someone did it (maybe good
maybe bad) 40 years ago and no-one corrected it "because of
compatibility reasons".
2) Just to make things more complicated. <g> Some time ago my students
suggested me such answer, and in fact, sometimes I cannot find better
explanation. That's why, for example, the most experienced guys on the
group discuss how to obtain dataset size - something absolutely basic in
other systems.
