As you already figured out, the service processor is not the HMC software. It is not meant to be used as the HMC. That is why you need that special 'key' to open the frame and then go to the trouble of untoggling the bolt that keeps it from swinging in the breeze.
There is nothing special in the key - standard hexagonal one (we call it imbus). The doors can be open without the key. z/990 and z9 no longer require the key, it is enough to push the button. BTW: Hitachi made z/800 has the best solution of SE handle. It was easy to open/close and *convenient to use*. No other machine model was so convenient.

Spend your time hooking up that second HMC on an alternate private network.
It doesn't help if your network is down.
However, in fact I can't see the problem: SE interface is twin to HMC interface. Performing a POR or IPL isn't more difficult in any way, except you have to go to server room and open the CPC doors. What's the problem here ?
