As other have stated, yes z/OS can be a DNS server.
We run DNS on z/OS and Wintel. For some domains z/OS is the primary and
Wintel provides secondary. For other domains (say like the AD domain)
Wintel is the primary and z/OS is the secondary.
We too have had some issues with Wintel recovery at DR. At one test
when we had issues with name resolution because Wintel was not up and it
was the primary for that zone, I simply changed the named.boot (yes we
are still running bind V4) so that z/OS was the primary for that zone,
edited the last transfered copy of that zone so that z/OS was the
primary dns. Restarted named, and we were up and running with full name
resolution for zone we had problems with. Took all of 5 minutes.
