Do you have SETROPTS PASSWORD(WARNING(x)) specified for your RACF system? 
And if so has anyone within that warning interval tried a submission?  I
know RACF fixed one problem in this area, but maybe not this one, which
probably relates to JES moving its RACROUTE REQUEST=VERIFYX processing
during job submission from the JES address space to the submitter's address
space.
