Thanks to all who have responded.  I had to bypass SMS because it was a 1 shot 
job for the client who needed it in a rush (isn't it always the case?)  I was 
able to resolve the problem by coding STORAGECLASS (NONSMS)

  David, I assume the * * * * * in the vol parm is for SMS managed vols rignt?

Change your VOLUME parameter to (* * * * * * * * * * * * * * * * * *) - 
depending on the number of available volumes in the pool up to 59 asterisks.

Change your CYL parameter to something like (300 200) which will allow more 
volumes to be eligible for allocation.
