Do you have multiple LPARs sharing a single set of DASD? 
Do these multiple LPARs share a single SMS COMMDS? answer here should be Yes.
 
Using the information stored in the Commds, SMS builds a Primary allocation 
list for those volumes that are below the high threshold value and a secondary 
allocation list for those volumes above the high threshold but having 
sufficient space to satisfy the primary allocation within 5 extents.
 
Not sure if I recall correctly but there may be a third list comprised of 
volumes which might satisfy the allocation using SMS space contraint.

How does SMS determine the volume for the first extent of a new
allocation?  I thought it would first try to find for a volume in the
pool where it could get the first allocation amount in one extent.
However, based on what I've seen in trying to allocate a dataset that's
not the case.  It just seems to pick a volume out of the pool at random.
