If "OUTPDS" is a sequential file, the result will be an IEBCOPY
unloaded data set, likely not the OP's intention.
I suppose if "OUTPDS" is a PDS, a subsequent IEBGENER step would
fix it.

Only true if the PDS is a non load module PO type data set. Not sure
if this is a PDSe (but I would think the issue is the same).
