SAMPLIB contains samples, if you think there is a bug you have the source 
and can modify it to your hearts content.

There are plenty of sample procs provided with your system that can 
assemble and link an exit. I would expect the manuals on exits also discuss 
this. Are you naively searching for an exact JCL sample for just this one exit? 
Seen one exit, seen almost all.
