Ron,
please describe the physical connection between the AS/400 and the 
mainframe. 
1) Native TCP/IP through the mainframe's OSA adapter? 
2) VTAM/SNA with a SDLC line through your 3745 controller (that's how 
I ran my connection at that old shop)? 
3) TCP/IP through a gateway (like a remote 3174 controller and a 
3172-equivalent comm. adapter)?

On the mainframe, you have at least one JES2 line with UNIT=SNA 
started ($SLNEx) and available, ready to accept incoming traffic?
Is the VTAM SWNET definition started and active, waiting for 
connection?

As someone else already stated, did you try to start the connection 
from the AS/400? Are all the required communications definitions active 
on the AS/400? Does the AS/400 know how to reach the mainframe (IP 
address, name, etc)?
