        Of course you are right, I conflated the uses of the rexxes to
cater for contrasting uses
- (i) conditionally HDELETE unwanted datasets if they are migrated; this
avoids recalling them if the only thing we are going to do is delete
them before we reallocate them; We encourage people to use the rexx
instead of IEFBR14 deletes 
- (ii) HRECALL datasets for which the next step is to use them; no
IEFBR14 here. 

Re clogging the queues, it has happened that uncareful coders specified
an HRECALL pattern that recalled way too many datasets and in the middle
of the work day.
Much more important datasets which were HRECALLed a little later could
not be recalled until the backlog was cleared. (I do not know if our
storage gurus were told this was happening, maybe they could have fixed
it)  This wasted hours but of course is not the fault of the rexxes.

We use JES2 so I can plead ignorance on that question, and bow out now
:-)
