One reason you may want to run ICSF with no crypto features is if you
are doing SMPE receivefromnetwork activities.  While I realize the
function can be turned off, there is benefit to having the HASH function
in SMPE available to determine that your SMPE downloads from SHOPZ were
not corrupted. The HASH function requires ICSF to generate it(or at
least it used too).

Well, as I read the manual, apparently it will start.  If it finds no
crypto-assist features, it will apparently do "whatever it does" in
software (and presumably "run up" our VWLC bill in the process).
