I figured it was something like that.  We had the same issue when we migrated
one of our LPARs from 1.4 to 1.6 (I thought it was from OS/390 R10 to 
z/OS 1.4 - but both were a long time ago).  Even though BTLS wasn't in use
for years, the distributed people were using the LIBRARY command to 
somehow keep track of TSM tapes from the distributed environment on MVS. 
We had to wait until they changed their process to do our migration in that 
environment.
