On my systems, I have no OMVS CDS defined in my sysplex.  I agree with 
Barbara that this check should disable itself REASON=ENVNA "THE CHECK IS 
NOT APPLICABLE IN THE CURRENT SYSTEM ENVIRONMENT" when there is no 
OMVS sysplex couple data set present in the sysplex.
