I also used to zap the DIRF bit on, then allocated a meaningless temporary data set to force DADSM to clean up the VTOC. I misunderstood from the way you phrased it. I thought you meant you were allocating a data set in order to get the bit turned on. It would be turned on in allocation and then turned off at the end of the allocation process. You have to turn it on by hand before you do the allocation in order to cause the cleanup.
