IIRC OS/390 2.10 implemented the support to accomplish exactly what you want to 
do. 
Have a look in the DFSMS manuals of your release, and in the archive, too, 
since this topic might have been 
discussed as well.

Once you implement this support, you'd be able to delete your dsn on VOLA using 
ISPF. No need to shutdown your 
IMS region.
