Billing is not by address space, it is by MSU's by products by 4-hour moving 
average.
So, if you have a product that is only using a few percentage points of a 
processor, but the LPAR is using 50%, then you will be charged for that 50%.

We had a product that ran under CICS (9-5), but our 4-hour moving average was 
in the middle of the production batch window (CICS was down).
We paid for the capacity consumed in that window.
Mind you, it was still cheaper than the original licence.
