Well, the net effect is the same: I cannot access my own ETRs:

Either I get 

"There has been a problem processing your request.
Please try again. If you continue to have difficulties, please contact IBMLink 
customer support. "

or I get

"An error has occurred: 
You are not authorized to view this item."

Great. And the lowly rest of the world is denied access to the servicelink 
green screen.
