That's exactly what they have done! 64-bit pointer-defined linkage (e.g., BASSM to 64-bit mode routine) is specified by turning on bit 63 of the target address register. In this case, bit 32 (the bit that signals 31-bit pointer-defined linkage) is treated simply as part of the 64-bit target address.
