The VSM front-end module has not checked for super bits (or disabling locks held), back to MVS/XA (long before 1991). Only branch-entry global getmain would have checked in any case (it used not to check at all, but assumed you got it right) and it has always checked the PSW mask And if you turned on the IO Super bit, you were compromising the system. These bits do not simply mean that "it is MVS-recognized disablement". I'm actually not sure what the rules were prior to MVS/XA, when the CPU lock was introduced.
