For CICS Web Services Security you'll need to install the optional
crypto hardware.  That's documented in the CICS Web Services manual:  It
requires certain of the crypto callable services that are available only
with the optional hardware.

As to your observations on starting ICSF without the optional hardware,
your experience is identical to mine, including the failure of job
CSFSETMK.  We don't have the optional hardware either, but it's on the
"wish list".
