You have confused me or more likely I have confused myself.  In an earlier
post you said "I tell them to use IBM-500/IBM-1148 and can then even edit in
ISPF and C, Java, etc still understand what I wrote."  I thought from that
you meant that you could edit in ISPF and see the square brackets correctly
without using code page 1047.
