1. Yes, VTAM will talk across the 'sysplex' CF structures in a parallel sysplex. We discovered this early on more or less by accident. You also have the option of 'VTAM generics' via a separate CF structure.
2. CTCs are not required in a parallel sysplex, but every discussion I've ever seen on the topic strongly recommends them as a backup mechanism. If CF communication fails or gets severely interrupted, the CTCs provide an alternate method of communication. You may be hosed anyway, but at least you'll go down with a few salient messages to ponder. . .
