PORTMAP should come up and stay up. The "5" means to check every 5
minutes to see if the stc is active and, if not, then start it. You need
to see why PORTMAP is failing to say up.

It is safe unless you are using something which requires PORTMAP to be
up. The only thing that I know of that requires PORTMAP is if you are
running an NFS server on your z/OS image.
