While the standalone Web deliverable is not SMP/E-installable, the REXX
Alternate Library does have its own FMID, and if acquired with another
product (e.g., Netview) *can be* SMP/E-installable.

What bothered me initially is that a product (esp. an IBM product,
specifically Rational Developer for System z (RDz) v7r1 Host Component,
FMID HHOP710) that purports to *require* it, does not include it in its
packaging.  HHOP710 requires v1.4.0 of the REXX Alternate Library, but
we had v1.3.0 that came with our installed level of Netview.

Apparently IBM has decided to package the "current" REXX Alternate
Library with the operating system starting with z/OS 1.9, so situations
like ours should be alleviated in the future.
