The IBM Publications Center only has the Program Directory and Licensed Program Specifications documents so far. The Announcement letter says the rest of the pubs will be available "after general availability", not further defined. To find these pubs, I went to http://www.elink.ibmlink.ibm.com/publications/servlet/pbi.wss?CTY=US and then clicked on "Search for publications", and then clicked on "advanced search", and then entered "5655-S71" in the Program Number field and clicked Go.
