We definitely have that expression.    Unfortunately, your description
applies to just about every programing environment these days.  It's
certainly not limited to Java.  Java just lets the shoddy programming 
tough more platforms.  Java also provides an excuse - the code 
can't be tuned to one environment because it needs to work in
multiple environments.
