I meant to mention this in my last post but forgot...

Some shops have run VTAM SUB=MSTR in the past (and perhaps still
do) not to get it started quicker, but because of the large amount
of output directed to the JES joblog.  This could fill up (or contribute to 
filling up) your spool and the only way to get rid of it was to recycle
VTAM (which essentially means IPL).  However in z/OS 1.2 support was
added to JES2 and JES3 to SPIN the joblog and messages.
