It's worse than that, because the funds were not retained by the SSA.
Instead, SSA bought bonds that helped fund "borrow and spend" budgeting
and their's no reasonable probability of the treasury ever being able to
pay off the bonds when the SSA tries to redeem them.
So the money was spent, but not by SSA.
