Since when? Why would ALTER be needed to do a compress in place?

In the past I've had JES2 PROCLIBs defined with UPDATE access only  - even 
to sysprogs (except a select few) to keep them from getting moved accidentally 
(since there is no ENQ).  But they still could be compressed.
