I did this about a year ago. Assuming you're talking about DDF, define it as a two period service class. The first just lower than production online. The second just lower than that. Set the duration of P1 to catch just about 90% of the transactions and use a velocity goal for P2. What; depends on SLA. Turn off the SQL governor, because that just wastes resources, and doesn't allow users to finish what they need to do.
