If the ultimate requesters are customers at ATMs, it is perhaps better to tell them "System Unavailable" even when queuing resources are sufficient, than to keep them waiting for hours with, "Your transaction is important to us; it will be processed in FIFO order ..." Or give them an ETA and let them choose to cancel.
