That manual is really z/OS V1R3 - which has been unsupported for a while now. I don't know what OS version you are running, but you can find the manual that applies to your OS by starting here: http://www-03.ibm.com/servers/eserver/zseries/zos/bkserv/ and selecting the "z/OS elements and features publications" that matches the OS you are running.
