If it's valid, it's a good choice.
But, sometimes you screw up performance/throughput and project deliverables.
This is also a cost item.
The issue is to determine which is the more effective alternative.

They are two different entities.
Resource Group Capping is how much a service class can use within a specific 
LPAR.
Soft Capping is how much an LPAR can use within a specific CEC.
