Already did. That's how I discovered the "error". I'm using
CA-Encryption and the encrypted files are SUL but if the first file on a
stacked tape is SL then I have no way to report on that.

Try using the TAPEMAP utility from the CBT site <www.cbttape.org> to at 
least print out the user label. How you interpret it is site-dependant, 
since there's no standard that I'm aware of for the format and content 
of user labels.
