We weren't because of the issues of duplication of datasets on lists.
Our space cadets weren't skilled enough to figure out how to handle them.

I worked for two companies that were customers of the same service bureau 
(CROWNTEC/DataCrown, then ISM, then IGS), and all production files started with 
xx900 and all test files started with xx901, or xx989, where xx was the 
customer code.

The second qualifier identified the application.
While MLA seemed like a good idea, I have never seen a successful 
implementation.
Of course, I haven't been directly involved in one.
Maybe I could have made a difference? (8-{>}
