I've got one.   I'm not sure what it synchonizes with but it is 
perpetually about 4 minutes ahead of local time.  I do have to set 
the time zone and set a "DST is observed" flag.  No "SET TIME" 
function in case I want to have it's external time a non-standard 
offset (say, 4 minutes) from it's internal time.

z/OS and the various hardware timers it can use could be a whole 
lot worse (as my clock radio demonstrates).
