The 'from' release is not cited in the original post, but we encountered a
program product problem that was resolved by setting INTIDS and UNKNIDS to
Y. (Probably didn't need both; maybe only UNKNIDS?) In any case, this
happened at z/OS 1.8. If upgrading from a lower release, 1.9 would
introduce such a problem.
On the other hand, I would not expect CICS to exhibit this behavior. Still,
setting those keywords would be very cheap diagnostic step.

The only issues that i know with z/os 1.9 is that the 1 byte numeric
console identifiers are no longer supported.
what type of problems are you having issuing commands?
we do not seem to be having any problem with 1.9 as long a the proper
consoles are defined.
